Delhi's "No PUC, No Fuel" initiative for vehicles will remain in force permanently, extending beyond the conclusion of GRAP-IV measures, according to Environment Minister Manjinder Singh Sirsa's announcement on Tuesday. Additionally, the administration plans to designate ₹100 crore towards revitalising water bodies throughout the capital, he confirmed.
During a media briefing, as reported by news agency PTI, Sirsa said that rigorous implementation of anti-pollution initiatives would persist following GRAP-IV relaxation, ensuring that no vehicle lacking a valid Pollution Under Control (PUC) certificate would be permitted on city roads.
Sirsa added: "12 PUC (certificate issuing) centres were found to be doing irregularities. They have been suspended and they will be black listed."
He further noted: "All PUC centres will be verified like this and no one indulging in irregularities will be spared."
The minister highlighted that approximately 1,000 water bodies in Delhi require restoration, with the government proposing a ₹100 crore allocation for this objective.
He confirmed authorisation for four additional vehicle emission testing facilities. "Permission has also been granted to open additional commercial vehicle testing facilities," Sirsa added.
According to Central Pollution Control Board (CPCB) statistics, Delhi's overall air quality deteriorated to the "severe" classification on Tuesday (23rd December 2025).
The CPCB indicates that "severe" category air pollution "affects healthy people and seriously impacts those with existing diseases".
