The Kerala Motor Vehicle Department has introduced a new rule that will see a fine for two-wheeler riders who are found conversing with their pillion. Kerala’s Joint Transport Commissioner K Manoj Kumar sent a notice to all Regional Transport Offices (RTOs) in the state regarding this new regulation. However, the department is still working on how to effectively monitor and enforce this rule.
This new measure aims to reduce road accidents by minimising distractions for riders. And since the departments are still working on how to effectively apply this rule, the fine amount for violating this new regulation is yet to be announced.
However, the decision is based on the principle that multitasking while riding can be dangerous. Engaging in conversation can reduce a rider's reaction time and affect their ability to maintain balance and control of the motorcycle. Moreover, the importance of this rule is underscored by data from the AIIMS Trauma Center, which shows that two-wheelers are involved in 53.97% of road accidents.

Kerala has been championing the cause of two-wheeler road safety for a while now. While the thought behind this move is nobel, the grey areas surrounding its implementation are far too many. And using helmet intercom devices can certainly circumvent the fines and allow the riders to have the conversation going, it will defeat the main purpose in the first place.
Something concrete will need to be actioned. For instance, using a GoPro on the helmet and riding is illegal in Kerala. There are no grey areas here and it does promote road safety and helmet usage. We hope that this pillion conversation rule also works out in a similar manner so as to reduce road accidents.
