The Ministry of Heavy Industries has taken a decisive step in shaping the future of electric vehicle subsidies with the introduction of the Electric Mobility Promotion Scheme 2024. This move aims to address uncertainties surrounding the subsidy landscape and provide a clear roadmap for the electric vehicle market. Now, we know that Tesla has been wanting to enter the Indian market for some time now and there has been a lot of back and forth. But this new policy aims squarely at bringing the electric vehicle maker to India. The plan mandates companies to invest a minimum of $500 million in the country and will allow them three years to set up local manufacturing for EVs with at least 25 per cent of the components sourced locally. Tesla of course was looking at doing this, though there have been statements from Elon Musk stating that since the company already has a Gigafactory in China, it would take some convincing to do the same in India. One more challenge was the import duty.
The government has further sweetened the deal by saying that companies that meet these requirements will be allowed to import 8,000 EVs a year at a lower import duty of 15 per cent on cars costing $35,000 and above. India levies a tax of 70 per cent or 100 per cent on imported cars depending on their value.
Under this new scheme, incentives will also be extended to electric two and three-wheelers, ensuring a continued push towards cleaner and sustainable mobility options. With an outlay of Rs 500 crore and a duration spanning from April 1 to July 31, the scheme signals the government's ongoing commitment to promoting electric mobility.

The scheme builds upon the foundation laid by the Faster Adoption and Manufacturing of (Hybrid and) Electric Vehicle (FAME) initiative, which was initially set to expire in 2022 but was extended until March 2024. By incentivizing vehicles sold post the FAME II subsidy period, the government aims to maintain momentum in the adoption of electric vehicles.
This announcement comes as a relief to stakeholders in the electric vehicle ecosystem, including manufacturers, dealers, and new startups.
