While there is no law to dictate that consumers should buy ISI-helmets whilst purchasing their two-wheelers, this move is aimed at reducing fatalities. 

A new road safety initiative has been suggested by Nitin Gadkari, the Union Minister of Road Transport & Highways to reduce fatalities on two-wheelers. The minister has suggested that every two-wheeler dealerships should provide ISI-certified helmets with every bike or scooter sold throughout India.

The proposal represents a significant change from the current system, where regulations only require one helmet to be provided with new two-wheelers. At present, many dealerships either build this single helmet's cost into the vehicle price or have customers sign documentation stating they already possess a helmet, thereby fulfilling their legal obligations.

The suggested policy aims to address safety concerns, particularly in rural areas where helmet usage remains substantially lower than in urban centers and major cities. No formal legislation has yet been introduced to implement this requirement. Additionally, the change will also require dealerships across India to incorporate helmet sales into their operations.

The proposal forms part of broader government efforts to improve road safety statistics in a country where two-wheeler accidents account for a significant percentage of traffic fatalities each year. But will this suggestion be adopted by two-wheeler OEMs across India? Let’s see.
