Step 1: Visit the official Parivahan Sewa portal: sarathi.parivahan.gov.in.

Step 2: Select Andaman and Nicobar Islands as your state.

Step 3: Click on “Apply for Learner’s License” under the Learner’s License menu.

Step 4: Fill out the online application form with all required details.

Step 5: Upload scanned copies of necessary documents (proof of age, address, passport-sized photographs, etc.).

Step 6: Pay the application fee online.

Step 7: Book a slot for the learner’s licence test (theory test on traffic rules).

Step 8: On the scheduled date, visit the RTO with original documents and the fee receipt for verification and to take the test.

Learning Licence Test Procedure in Andaman and Nicobar Islands

The test is a computer-based Multiple Choice Questions (MCQs) test through an automated system. You can take the test in English and Hindi. Test usually covers Traffic signs and symbols, Road safety rules for island conditions, Traffic laws and regulations, Vehicle-specific questions, Emergency procedures.

Retake Policy

Failed candidates can retake after paying a ₹50 retest fee with a 24-48 hour cooling period.

Validity of Learning Licence in Andaman and Nicobar Islands

Your Andaman & Nicobar Islands learning license is valid for 6 months from the issue date.

Renewal of Learning Licence in Andaman and Nicobar Islands

Your Andaman & Nicobar Islands learning license cannot be renewed or extended. However, if LL expires before getting a permanent licence, you can follow the below given steps below:

1. Visit the Parivahan Sewa website https://sarathi.parivahan.gov.in/ and choose Andaman and Nicobar Islands as your state.

2. Click on "Learner's Licence" followed by "Expired Learner Licence Issue Again."

3. Enter your old Learner's Licence number and date of birth to recover your previous records.

4. Upload the specified identity, address, and age proofs again as new submissions.

5. Select a fresh date and time for your Learner's Licence test.

6. Pay the required fee online via UPI, debit/credit card, or net banking.

7. Visit the RTO to take the multiple-choice test.

Once you clear the test, a new Learner's Licence will be granted. The process is the same as obtaining a Learner's Licence for the first time, so it should be treated as a new application and not a renewal.
