Starting June 1, 2024, significant changes in the process of obtaining a driving license in India will come into effect. The government has revised the existing rules to streamline the procedure, aiming to reduce congestion and long waiting times at Regional Transport Offices (RTOs).

Key Changes in the Driving License Rules

One of the major updates is the decentralisation of driving tests. Previously, applicants had to take their driving tests directly at the RTOs. Under the new rules, private driving schools are authorised to conduct these tests. This shift is designed to alleviate the burden on RTOs and expedite the licensing process for applicants.

Role of Private Driving Schools

Private driving schools will now handle all driving license physical tests. Upon successful completion of the test, the private entity officials will issue a certification that serves as a temporary driver's license. The physical license will be mailed to the applicant's address. This change aims to eliminate the long queues at RTO offices, making the process more efficient.

Application Process

The method for applying for a driving license remains largely unchanged but is expected to be more straightforward. The steps include:

1. Visiting the official RTO website and navigating to “Driving Licence Related Services”.

2. Redirecting to the Sarathi portal, selecting the appropriate city or state, and choosing “Apply for Learner’s Licence”.

3. Fill in the details, upload the required documents, and pay the online fee to book a test slot.

4. Returning to the Sarathi website to apply for a Driving License (DL) after obtaining a Learner’s Licence.

5. Paying the DL fees online, downloading the confirmation slip, and visiting the RTO on the scheduled date for final processing.

Cost Structure

The revised fee structure for various license-related services is as follows:

- Learner’s license renewal: ₹200

- International license: ₹1000

- Permanent license: ₹200

- Permanent license renewal: ₹200

- Issue of renewed driver’s license: ₹200

- Addition of another class of vehicle to the license: ₹500

- Endorsement or renewal of authorisation for vehicles carrying hazardous goods: ₹1,000

- Address update on the license: ₹200

New Challan Policy

The government has also updated the penalties for driving without a license. Offenders will face fines up to ₹2,000. In cases involving minors, the fine is ₹25,000, alongside potential penalties including three years of imprisonment, action against the parents, or cancellation of vehicle registration for one year.
