India's telecommunications ministry has revealed specific operational parameters for Elon Musk's Starlink satellite Internet service, while establishing clear boundaries for the company's market penetration in the competitive broadband landscape.
Union Minister of State for Communications Pemmasani Chandra Sekhar disclosed that the satellite Internet provider will face restrictions on both user capacity and connection speeds as it prepares to enter the Indian market. Starlink's speed will be up to 200 Mbps.
Speaking during a Bharat Sanchar Nigam Limited (BSNL) review session, the minister outlined the technical limitations that will govern Starlink's Indian operations.
"Starlink can have only 20 lakh customers in India and offer up to 200 Mbps speed. That won't affect telecom services," Sekhar was quoted as saying while addressing industry concerns about potential disruption to established telecommunications providers.
The numerical restriction, equivalent to 2 million subscribers, stems from the company's current operational infrastructure rather than regulatory barriers imposed by Indian authorities, according to government sources.
Economic factors will play a significant role in constraining Starlink's market penetration, with ministry officials highlighting the service's premium pricing structure as a natural limitation on subscriber growth.
The minister emphasised cost barriers that will restrict widespread adoption across India's price-sensitive market segments.
"The upfront cost for satcom services will be too high, and the monthly cost may be around ₹3,000," Sekhar explained, indicating that financial considerations will effectively segment the service's target demographic.
Industry analysts expect Starlink's positioning to concentrate on underserved geographical areas lacking robust conventional broadband infrastructure, particularly in rural and remote regions where traditional fibre-optic networks remain economically unfeasible.
This strategic focus creates potential overlap with BSNL's existing stronghold in rural connectivity markets, though government officials maintain that competitive impact will remain minimal due to pricing differentials and capacity constraints.
Indian authorities are simultaneously advancing comprehensive regulatory structures governing satellite communication spectrum distribution, seeking to establish clear operational guidelines for the emerging sector.
The ministry's approach reflects broader efforts to balance innovation opportunities with protection of existing telecommunications infrastructure investments.
Concurrent with satellite Internet developments, India's state-owned telecommunications operator has achieved significant infrastructure milestones while preparing competitive responses to emerging market dynamics.
Minister Sekhar confirmed successful completion of BSNL's nationwide fourth-generation network deployment, positioning the company for enhanced market competition.
"We want the market first. There are no tariff hikes planned," the minister stated, outlining the state operator's strategy to maintain cost-competitive positioning in regions where satellite services might offer alternative connectivity options.
The approach signals BSNL's intention to prioritise market share expansion over revenue maximisation through pricing increases, particularly in areas where new satellite communication technologies could provide competitive alternatives.
