V-Green, a subsidiary of VinGroup, has entered into a strategic agreement with Hindustan Petroleum Corporation Limited (HPCL) to jointly develop electric vehicle charging stations (EVCS) at HPCL retail outlets across India. The collaboration aims to strengthen the country’s EV charging ecosystem by leveraging HPCL’s extensive fuel station network and V-Green’s global expertise in charging infrastructure development .
This partnership comes at a time when India, with the help of the central and state authorities, is intensifying its transition toward sustainable and low-emission transportation solutions. By integrating EV charging facilities into existing fuel stations, the initiative seeks to enhance convenience for EV users while supporting faster nationwide adoption of electric vehicles.
HPCL is one of the country’s largest state-owned oil and gas companies, operating more than 24,400 retail outlets across the country. In addition, the company already runs over 5,300 EV charging stations under its HP e-Charge brand. This widespread footprint provides a ready-made platform for the rapid deployment of EV charging infrastructure in both urban centres and highway corridors.

The collaboration is expected to enable seamless scaling of EV charging services, improving accessibility and reducing range anxiety for EV owners. It also aligns with HPCL’s broader energy transition strategy, which focuses on diversification into electric mobility and other alternative energy solutions.
Established by VinFast founder Pham Nhat Vuong, V-Green is the brand’s global charging infrastructure arm supporting the company’s international expansion. In Vietnam, the company operates approximately 150,000 charging ports nationwide, establishing itself as a leading player in large-scale EV charging deployment.

India has been identified as a key market in V-Green’s global strategy. Through this partnership with HPCL, the company aims to replicate its proven charging network model while adapting it to India’s unique market requirements and infrastructure landscape. This integrated EV ecosystem by Vinfast in India will span vehicle manufacturing, charging infrastructure, after-sales support, and battery recycling.
By combining HPCL’s wide footprint of fuel stations with V-Green’s charging expertise, the aim of this partnership is to support India’s long-term goal of widespread EV adoption, contributing to cleaner mobility in the world’s third-largest automotive market.
