Are you planning to relocate to Bangalore from another state with your vehicle? If yes, then you need to fulfil several legal formalities. One such formality is getting a No Objection Certificate (NOC) from the Regional Transport Office (RTO), where your bike or car was registered initially.

NOC allows you to legally ride your vehicle in a different state and eases the process of re-registration of the vehicle at the new RTO as well. 

Let’s talk about how you can apply for NOC for a vehicle from another state to Bangalore.

Why is NOC necessary for interstate vehicle transfer?

A No Objection Certificate or NOC serves as permission to transfer a vehicle from the current RTO to another. It certifies that your vehicle has all the clearances in terms of taxation, dues, and challans from the existing RTO. Therefore, a No Objection Certificate (NOC) becomes a necessary requirement for re-registration at a new RTO.

For example, if you decide to move your vehicle from Delhi to Bengaluru permanently, you’ll need NOC from the Delhi RTO. Then, you can submit this NOC at the Bangalore RTO to re-register your vehicle. 

Similarly, NOC will be required for the transfer of vehicle’s ownership in the following scenarios.

  • Sale and purchase of a vehicle

  • The demise of the vehicle’s owner

  • Selling the vehicle in an auction

Documents required to apply for NOC in Bangalore

To apply for NOC at your current RTO, you will need the following documents.

  • Duly filled Form 28 (four copies)

  • Road tax payment receipts

  • Vehicle Registration Certificate (one attested copy)

  • Valid insurance policy document (one attested copy)

  • Valid Pollution Under Control (PUC) Certification (one copy)

  • Pencil print of vehicle’s chassis and the engine number

  • Owner’s signature identification

  • Owner’s address proof

  • Owner’s identity proof 

  • A written NOC application

Please note that the list mentioned above includes general documentation required for the process and may differ from state to state. Hence, you may visit the RTO or refer to the Parivahan portal to find out the documents required by the RTO in your state for NOC.

Fees required to get NOC for vehicle in Bangalore

To receive a NOC, you will have to pay the applicable charges as per Rule 81 mentioned in the Central Motor Vehicle (CMV) Rules 1989.

Generally, the amount payable as fees for NOC issuance remains Rs. 100. 

Steps to get NOC online for car/bike from another state to Bangalore 

Nowadays, the process of applying for NOC has become easier with the Parivahan portal. This portal allows online access to many facilities, information, and services offered by the Ministry of Road Transport and Highways. The services also include the online NOC application process for vehicles.

However, there are certain states for which online NOC application has not been enabled yet. Hence, you should confirm that online NOC is available for your state. Then, you can follow these steps.

  • Step 1: Visit the Parivahan portal.

  • Step 2: Select ‘Vehicle Related Services’ under ‘Online Services’.

  • Step 3: Select your current state where the vehicle is registered.

  • Step 4: Enter the registration number of your vehicle, select RTO, then click on ‘Proceed’.

  • Step 5: Navigate through the services and select ‘Application for No Objection Certificate’.

  • Step 6: Enter the chassis number of your vehicle (last 5 digits only).

  • Step 7: Enter the required details and upload the necessary documents.

  • Step 8: Use the preferred digital payment method to pay the applicable fees.

  • Step 9: Save your NOC application and the acknowledgement slip.

  • Step 10: Take a printout of the application, acknowledgement receipt.

  • Step 11: Pay any due road tax to ease the process of NOC approval.

  • Step 12: Visit the RTO where your vehicle is registered with all required documents, application forms and the acknowledgement receipt. 

Once you submit your application, the RTO officials will look into the status of dues or taxes associated with your vehicle. 

Also, the officials will verify the ownership of the vehicle and ensure that the vehicle has not been involved in any anti-social or illegal activities. After completing the process, the RTO will provide you with the NOC approval. 

This whole process may take around 3 working days if no issues surface during the verification.

Validity of NOC to re-register the vehicle in Bangalore

The NOC stays valid for 6 months from the date of issuance. Therefore, you must complete the re-registration process at the Bangalore RTO within this validity period. 

If you are selling your vehicle to someone living in Bangalore, then the buyer must also complete the vehicle registration at a Bangalore RTO within 6 months of NOC issuance.

Do I need NOC for my vehicle, even for a limited stay in Bangalore?

If you are travelling to Bangalore from another state with your car or bike for less than 3 months, then NOC is not required. However, for a stay longer than 3 months, obtaining NOC becomes a legal requirement. 

How long does it take to get a NOC for my car?

The process of NOC approval involves several steps of verification. Thus, you can expect a waiting period of 3 working days after application submission to get the NOC. However, this duration can increase if any issues arise at any step of verification of your documents and information. 

What if I don’t receive NOC within 3 working days from the original RTO?

While 3 working days is an ideal duration to get NOC approved, it can take from 15-20 days, depending on the procedural complexities. But if you don’t receive NOC on time, check with the RTO for regular status updates of your application for faster approval. 

Can I apply for re-registration even if the original RTO fails to give me a NOC?

If your original RTO fails to grant NOC within a maximum of 30 days after your application, you can still apply for re-registration at a Bangalore RTO. 

In this scenario, you will have to submit the Form 28 application copy and acknowledgement receipt along with a declaration at the new RTO. The declaration must state that the original RTO has not rejected or replied to your NOC application. 

Do I need to apply for NOC when selling my vehicle?

The purpose of a No Objection Certificate is to allow a vehicle’s registration to transfer from the original RTO to an RTO of another state. Hence, if you are selling your vehicle from a different state to an owner who lives in Bangalore, then NOC is essential. 

It is important to note that as a seller, you need to apply for the NOC at the current RTO. Once approved, you need to hand it over to the buyer, who can then submit it at Bangalore RTO for the vehicle’s re-registration. 

Can I get a No Objection Certificate from the RTO for a financed vehicle?

For a financed vehicle with an ongoing instalment cycle, the RTO would require the financier bank’s NOC along with other documents. 

To get a NOC from your bank, you have to follow the procedure specified in their policy. Usually, this process involves a written application along with documents that can support the relocation, such as a job offer letter, employment transfer letter, new address proof, etc. 

After getting a NOC from your bank, you can submit it with other documents at the current RTO to initiate the NOC approval process. 

What if I want to cancel the NOC after approval?

If, for some reason, you wish to not move your vehicle from the current state to Bangalore, you can get the approved NOC cancelled. You will have to submit the approved NOC to the original RTO and acquire a non-utilisation certificate from them. 

Are there any other NOCs required for RC transfer apart from NOC from the RTO?

Apart from the NOC from the original RTO, RC transfer or re-registration of your vehicle at Bangalore RTO will include the following two NOCs: 

  1. NOC from the No Crime Record Bureau (NCRB), which clarifies that your vehicle hasn’t been a part of any criminal or anti-social activity.

  2. NOC from the financier bank for a financed vehicle, which declares that the bank has no issues with the vehicle’s relocation.
