1) What is the process of applying for a NOC for a car using the Parivahan website?
The government has launched a citizen service initiative through the Parivahan website (Vahan Citizen Services) to cater to car owners who can avail several RTO related services. Through the website, you can submit the application for the NOC before approaching the RTO in person. Follow the above-mentioned steps to obtain the NOC for your car.
2) Is the No Objection Certificate (NOC) for a car required?
If you have availed a loan and repaid it in full, you need to obtain the NOC from the respective bank to remove the hypothecation from the Registration Certificate (RC) of your car. This will be helpful, especially if you are selling the car since the ownership title needs to be transferred to the new owner. RTOs will not transfer the ownership if the hypothecation is not cancelled or removed. Also, you need a NOC for your car if you desire to move outside the jurisdiction of the current RTO or outside the State so that you can submit it with the new RTO.
3) Can I obtain RTO NOC online?
The Vahan Citizen Service website helps you to apply for the RTO NOC; however, you need to visit the RTO after you submit the application to further the process of obtaining the NOC from the respective RTO. You can refer to the above-mentioned process to apply for the RTO NOC online.
4) What is the fine if I’m caught driving a car without a valid NOC?
There is no fixed fine for driving a car with a valid NOC; however, RTOs have the authority to charge you for not paying the road tax within its jurisdiction and different for different States. You need to check with the respective State and its RTOs for the charges.
5) Is the NOC required for my car if I have moved to a different state?
Yes, you need the NOC to register your car with the local RTO since you are driving your car within the jurisdiction of the new RTO. You need to pay the road tax specified by the local RTO.
6) Is a NOC required to renew my Driving Licence (DL)?
You do not require a NOC for the renewal or change of address of the driving licence. However, this is restricted to smart cardholders only. Paperback DL holders will need to obtain the NOC to change the address on the DL or renew the licence. This is subject to change.

7) Who should apply for the NOC with the RTO?
The car owner, who is moving his/her car outside the jurisdiction of the RTO within the State or outside, and want to register the vehicle at the local RTO, should apply for the NOC.
8) How to remove hypothecation from the Registration Certificate (RC) of my car?
If you have availed a car loan to buy your vehicle, then the name of the bank which has provided the loan will be present in your car’s RC. It indicates that the bank is also the owner of the car until the loan is repaid. Once the loan is repaid, the bank will issue the NOC and you need to request the RTO to cancel the hypothecation in your car’s RC. Visit the respective RTO along with supporting documents such as the original RC, valid insurance certificate, identity and address proof, PUC certificate and the NOC from the bank along with Form 35 (application for the cancellation of the hypothecation).
9) Can I sell my car without the NOC from the bank?
You cannot sell your vehicle without the NOC from the bank since the RTO needs the NOC to transfer the ownership of the car to the new owner.
10) Do I need to submit the original Registration Certificate of my car for NOC?
Yes, you need to submit the original RC of your car while applying for the No Objection Certificate from the respective RTO.
