What is e-Challan?

A regular traffic fine challan is a physical receipt for any traffic-related offences, while the e-challan is the electronic form of this challan. The document is generated through the Electronic Challan System and the main focus on introducing e-challan by the Centre is to provide transparency and improve its services to citizens of India.

How Does the e-Challan Work?

Through the e-challan, you can pay traffic fines online or offline. Several states have enabled the MTP CCTV challan in various cities through which an e-challan is generated whenever a traffic violation is captured on the CCTV camera. 

Traffic cops also issue e-challan which can be paid online. Upon capturing a traffic offence on camera, information of the vehicle such as the registration number, name and address of the owner, contact details as well as the make and model of your vehicle is procured from the RTO. Once the details of your vehicle are received, an SMS notification is sent to the vehicle’s registered mobile number along with the details of the traffic offence.

Steps to Pay Your e-Challan Online:

Different states have different websites to pay your traffic e-challan online. The Central government through its Ministry of Road Transport and Highways has introduced online payment facility of traffic challans. Under the e-governance initiative, you can pay the traffic e-challan online. Below are the steps for your reference:

Step 1: Visit https://echallan.parivahan.gov.in/index/accused-challan.

Step 2: On the main page, you have the option to enter the Challan Number/Vehicle Number/DL Number, the Captcha Code and enter ‘Get Details’.

Step 3: On the new page, check the details of the traffic offence and its challan, and then proceed to process the payment for the traffic fine.

How to Check Traffic Fine and Challan Status on Your Vehicle Online?

An e-challan is sent to you if you have knowingly or unknowingly committed a traffic violation. You can receive an e-challan for speeding, wrong/dangerous parking on the roadside, jumping red light, etc. The e-challan is sent as an SMS alert to your registered mobile number or you may receive a physical challan at your registered address.

From the date of issue, the e-challan has to be paid within 60 days. If you miss making the payment, then it may be forwarded to the court. The punishment could increase if the challan is not paid within the stipulated time. 

There may be instances where you may have unknowingly deleted the SMS or you may have forgotten to clear the traffic fine. To find out or check the traffic fine or the challan status on your vehicle online, follow the steps below:

Step 2: On this page, select ‘Check Challan Status’.

Step 6: Make the payment towards the e-challan for which you will receive a confirmation and a transaction ID.

MoRTH Makes Provisions for Vehicular Documents in IT Portals

Indian authorities required vehicle owners and vehicle drivers to hold certain vehicular documents. Some of these documents are a vehicle’s Registration Certificate (RC), Driving License (DL), etc. Law enforcement officials conduct routine checks for such documents. Failing to comply with the law regarding such documents can lead to penalties, monetary as well as legal ones. Earlier, the authorities had launched digital portals such as DigiLocker and m-Parivahan to enable vehicle owners and vehicle drivers to store vehicular documents in an online format. As per recent notifications from the Ministry of Road Transport and Highways (MoRTH), if the details concerning vehicular documents are validated via online portals, as stated by the Central Government, there is no need to display such documents in a physical format for inspection purposes. The Central Motor Vehicle Rules have been amended in this regard. The new rule shall come into action from 1 October 2020.

Kerala Launches e-Challan to Collect Traffic Fines

The State government of Kerala has launched e-challan to collect fines towards traffic violations from the public. Those violating traffic rules can use debit or credit card to pay the fine instantly. The new system was introduced to modernise the Kerala police especially the traffic department. Traffic cameras will capture offences by riders and drivers accurately and fines are imposed without any direct contact. The Chief Minister launched the new initiative stating that with the increase in the number of vehicles on public roads, it is essential to enforce traffic laws effectively. The system will work in conjunction with the National Motor Vehicle Database at the central level. Information about the vehicle can be obtained by entering the vehicle registration number or the driving license of the driver on the handheld device with the traffic police. The device can be used to pay the fine through debit and credit cards. Traffic violation cases will be sent to the court through the system and fines will be determined by the virtual court which can be paid through the e-Treasury system. The new e-challan system is currently in place in all districts of the state with the aid of the Department of Motor Vehicles.

Traffic Fines Can Now Be Paid Easily In Bengaluru

– August 7, 2020

The Bengaluru High Court has announced the availability of an e-court that will handle matters related to traffic violation cases of the city. A virtual court is expected to ease the burden on court employees. Apart from a virtual court, the Supreme Court Judge Justice DY Chandrachud also announced the availability of five other facilities that include e-filing at the high court, Inter-operable Criminal Justice System, a website for commercial courts, e-filing at district courts, an online application for certified copies, and online payment of court fee. These facilities already exist in various Indian cities including Chennai, Faridabad, Delhi, Cochin, and Pune. These courts have successfully closed 15.9 lakh cases and made a collection of Rs 101.7 crore from 8.34 lakh cases. The virtual court of Bengaluru is also expected to help in closing cases at a faster rate. Justice Chandrachud revealed that 9.25 lakh cases were closed from March 24 to August 5 via video conferencing.

Chandigarh: Deadline to Pay Traffic Challan Extended Until 30 June

The Chandigarh traffic police have extended the deadline to pay traffic challan issued in the Union Territory of Chandigarh till 30 June. Payment of traffic challans was stopped after the lockdown was announced across the country on 19 March 2020. The traffic police had given three months to pay the fine due to the ongoing lockdown; however, this has been further extended to 30 June offering some respite to citizens to pay the challan without missing the due date.

The CM said that people should follow traffic rules in true spirit and asked everyone to protect their lives by following traffic regulations.
