Delhi Leads India Electric Mobility Index 2025, Followed by Maharashtra And Karnataka

Delhi is at the top in the 2025 edition of the India Electric Mobility Index (IEMI), launched by NITI Aayog in New Delhi, followed by Maharashtra, Karnataka, Chandigarh and Goa among the top-performing states and UTs. The IEMI measures progress in electric mobility across indicators covering transport electrification, charging infrastructure readiness, and research and innovation. NITI Aayog describes the index as a framework for tracking the development of the EV ecosystem across states and Union territories.

NITI Aayog's IEMI is designed to track state and UT performance across 16 key indicators and identify progress, challenges and opportunities in the transition to electric mobility. The previous edition assessed 28 states and eight Union territories.

According to Rajiv Gauba, member, NITI Aayog, the shift towards electric mobility is an “economic, environmental, and strategic imperative” for India's Viksit Bharat 2047 vision. Gauba also highlighted India's dependence on imported crude oil, noting that the country imports nearly 89% of its crude oil requirements. 

He also noted the automotive sector's contribution of around 7.1 per cent to GDP and its employment of nearly 1.9 crore people.

Twenty-nine of India's 36 states and union territories have notified electric vehicle policies. The latest IEMI scores also showed an improvement over the previous year, with the highest score increasing from 77 to 84 and the median rising from 36 to 40.

Variations in electric mobility adoption between states reflect differences in industrial bases, fiscal capacity and geography. Gauba called for greater sharing of best practices between states and urged governments to focus on electrifying public transport in selected cities, improving the distribution and reliability of charging infrastructure, and encouraging investment in research and innovation.

Gauba also highlighted government support for electric mobility, which he said exceeds ₹92,000 crore through programmes including FAME, PM E-DRIVE and PM E-bus Sewa, along with production-linked incentive schemes for automobiles and components and advanced chemistry cell battery storage.

The NITI Aayog member also cited the growing share of electric cars in major global markets. In 2025, EVs accounted for around one-tenth of new car sales in the US, more than a quarter in the European Union and more than half in China.

The latest index comes as India's states and Union territories take different approaches to EV adoption, with policy design, charging availability, industrial capacity and local conditions shaping the pace of transition.
