Delhi-NCR enforces GRAP Stage 4 due to 'Severe Plus' pollution (AQI > 450), banning older BS-III petrol and BS-IV diesel four-wheelers to curb emissions. Violators face stiff penalties.

Authorities have activated Stage 4 of the Graded Response Action Plan (GRAP), the strictest anti-pollution measures, in Delhi-NCR as the Air Quality Index (AQI) entered the 'Severe Plus' category, exceeding 450. 

The Commission for Air Quality Management (CAQM) invoked these curbs to curb further deterioration, building on Stages 1-3 restrictions.

GRAP Stage 4 targets high-emission sources, focusing on older vehicles that contribute significantly to particulate matter and NOx levels. The measures aim to reduce on-road emissions while allowing essential mobility.

Banned vehicles include:

  • BS-III petrol four-wheelers
  • BS-IV diesel four-wheelers (in Delhi and adjoining NCR districts like Gurugram, Faridabad, Ghaziabad, and Gautam Buddh Nagar)
  • Non-BS-VI compliant vehicles entering from outside Delhi
  • Older diesel medium/heavy goods vehicles (unless for essential services)

Exemptions apply to vehicles providing critical services.

Allowed vehicles:

  • BS-VI compliant petrol and diesel models
  • Electric vehicles (EVs)
  • CNG and LNG-powered vehicles
  • Public transport and emergency services vehicles
  • Those with valid Pollution Under Control (PUC) certificates

Violators face penalties of up to ₹20,000 under the Motor Vehicles Act for operating banned vehicles, with possible impoundment. Vehicles lacking valid PUC certificates risk ₹10,000 fines.

Enforcement involves intensified checks at entry points, major roads, and fuel stations using traffic police, ANPR cameras, and on-ground teams. Residents are urged to opt for public transport, carpooling, or work-from-home where feasible.

These restrictions remain in effect until air quality improves, reflecting efforts to protect public health during peak winter pollution.
