Eicher Trucks and Buses Partners With Rosmerta for Authorised Scrapping in NCR

Eicher Trucks and Buses, the commercial vehicle business of VE Commercial Vehicles (VECV), has partnered with Rosmerta Auto Recycling Pvt Ltd to offer its dealers and customers an authorised route for scrapping end-of-life trucks and buses across the National Capital Region, the companies announced in Gurugram on Monday.

Under the arrangement, Rosmerta — a Registered Vehicle Scrapping Facility (RVSF) — will handle registration and documentation for customers availing benefits under the PARIVARTAN scheme, generate digital Certificates of Deposit, and carry out scientific dismantling and depollution of vehicles at the end of their service life. The partnership will also cover generation and transfer of Extended Producer Responsibility (EPR) credits, and the recovery of steel, aluminium and other materials for reuse, in line with regulations set by the road transport ministry and the environment ministry's EPR framework for end-of-life vehicles.

The tie-up arrives as India's organised scrappage ecosystem builds scale. Government data show more than 4.3 lakh vehicles had been scrapped through RVSFs nationally as of late January, with the network of authorised facilities having expanded steadily since the rules governing them took effect in 2021. PARIVARTAN, the Centre's scheme for the Delhi-NCR region, offers owners of transport vehicles a ten-year waiver on road tax and an interest subvention on loans taken for replacement vehicles, alongside other incentives to encourage a shift away from older, more polluting fleets.

For commercial vehicle owners, the calculation around retiring an ageing truck or bus has traditionally weighed residual value against the cost and hassle of disposal, often pushing vehicles into informal recycling channels. An authorised pathway, tied to fiscal incentives, changes that arithmetic and gives operators a documented, traceable alternative when they replace vehicles.

"By bringing an authorised, transparent and structured scrapping journey closer to dealers and customers, we can make vehicle retirement simpler while ensuring valuable materials are recovered and returned to the circular economy."

The commercial vehicle segment carries particular weight in this shift, given trucks and buses form the backbone of India's freight and passenger transport network, and their end-of-life management has direct implications for road safety and emissions. Rosmerta already operates an RVSF in Manesar and has struck comparable scrapping tie-ups with other truck makers, positioning itself as one of several recyclers building out capacity as OEMs look to formalise disposal channels for their older fleets.

For VECV, the partnership adds an organised recycling layer to its dealer network at a time when compliance with EPR obligations is becoming a fixed cost of doing business for vehicle manufacturers, rather than a discretionary sustainability initiative.
