The Maharashtra cabinet on Tuesday approved the Electric Vehicle (EV) Policy 2025, outlining a financial outlay of ₹11,373 crore over five years to promote electric vehicle manufacturing, adoption, and charging infrastructure across the state. In a parallel move, the state also cleared a long-awaited aggregator policy aimed at regulating app-based transportation services such as Ola, Uber, and Rapido.
The decisions were taken at a cabinet meeting chaired by Chief Minister Devendra Fadnavis, who said the twin policies reflect the state’s focus on developing a “cleaner, safer, and smarter” transportation ecosystem.
The new EV policy, which replaces the now-expired 2021 version, will remain in effect until March 31, 2030. It aims to spur large-scale adoption of electric mobility across all vehicle segments — two-wheelers, three-wheelers, four-wheelers, buses, and commercial fleets — while also building a comprehensive public and private charging network.

The policy also waives toll charges for four-wheeled passenger EVs and electric buses on key corridors including the Mumbai–Pune Expressway, Samruddhi Mahamarg, and the Atal Setu (Shivdi–Nhava Sheva). Other highways under the Public Works Department will offer 50% toll concessions.
Under the policy, direct purchase subsidies of up to 10% of the base vehicle cost will be provided for electric two-wheelers, three-wheelers, four-wheelers (non-transport), and State Transport Utility (STU) buses. For goods carriers, agricultural electric tractors, and high-capacity passenger EVs, the subsidy cap is raised to 15%. Additional benefits include complete exemption from motor vehicle tax and registration or renewal fees for EVs registered during the policy period.

To bolster charging infrastructure, the state will install EV charging stations every 25 km along national and state highways. Fuel stations, both existing and new, will be equipped with EV chargers where technically feasible, in partnership with oil marketing companies. All STU depots and terminals will be equipped with fast-charging units.
Beyond adoption, the policy emphasises industrial growth, offering support for local manufacturing, battery recycling, and R&D initiatives. A ‘Clean Mobility Transition Model’ is envisioned to help reduce 32 tonnes of PM 2.5 and 1 million tonnes of greenhouse gas emissions by 2030.

In compliance with a Supreme Court directive and recommendations from a high-level panel chaired by retired IAS officer Sudhir Kumar Srivastava, the Maharashtra cabinet has also approved a regulatory framework for app-based transport aggregators.

Under the new policy, operators such as Ola, Uber, and Rapido will be required to obtain licenses and follow stringent safety, technical, and operational norms. These include:
- Real-time GPS tracking and emergency contact integration
- Background verification of drivers
- Mandatory insurance for passengers and drivers
- Robust grievance redressal mechanisms
In addition, all aggregator platforms must adhere to cybersecurity norms under the Information Technology Act, 2000. A notable feature of the policy is its dedicated provision for women, allowing ride-pooling users to choose women-only travel options, both in terms of drivers and co-passengers.
