MoRTH Proposes Mandatory V2V Communication for New Vehicles from October 2028

The Ministry of Road Transport and Highways (MoRTH) has issued a draft notification proposing amendments to the Central Motor Vehicles Rules, 1989, to introduce Vehicle-to-Vehicle (V2V) communication systems in India. The regulatory framework outlines a phased implementation plan to allow motor vehicle manufacturers adequate time to integrate connected vehicle technologies designed to reduce road accidents and improve situational awareness.

Under the proposed mandate, vehicles across categories L, M, and N manufactured on or after October 1, 2027, that are equipped with V2V hardware must comply with the newly formulated Automotive Industry Standard AIS-230. 

Category L: Two/three-wheelers
Category M: Passenger vehicles
Category N: Goods vehicles

Mandated installation across all newly produced vehicles in these categories will take effect starting October 1, 2028.

The AIS-230 technical standard covers critical performance metrics, including radio performance, receiver sensitivity, Global Navigation Satellite System (GNSS) positioning accuracy, power supply compliance, electromagnetic compatibility, cybersecurity safeguards, and safety-critical use cases such as Emergency Brake Alerts, Forward Collision Warnings, Wrong-way Driving alerts, and Emergency Vehicle Alerts.

The V2V ecosystem relies on direct wireless data exchange between nearby vehicles, allowing them to share real-time metrics including location, speed, acceleration, and travel direction. To support the technology, the 5.875 GHz to 5.925 GHz spectrum band has been allocated for Intelligent Transportation Systems.

The policy framework follows recommendations from a dedicated Task Force on Intelligent Transportation Systems and was approved during the 56th meeting of the Central Motor Vehicles Rules–Technical Standing Committee on May 7, 2026. The draft rules remain open for public suggestions and stakeholder comments for 30 days before final notification.
