The Odisha government is preparing to unveil EV Policy 2.0, with a long-term goal of ensuring that at least 50% of all new vehicle registrations in the state are battery-operated electric vehicles (BEVs) by the year 2036. According to an official statement released on Wednesday, the new policy will update the state’s existing Odisha EV Policy 2021 by extending its validity and enhancing financial incentives for electric vehicle buyers as well as Charge Point Operators (CPOs). The move comes as the state reports a steady increase in EV adoption, with EVs accounting for 8.71% of new registrations as of June 20, 2025, a significant jump from 1.16% in 2021.

The revised policy was discussed in a joint meeting held between the state’s Commerce & Transport and Energy departments, attended by Usha Padhee, Principal Secretary (Commerce & Transport), and Vishal Kumar Dev, Principal Secretary (Energy), along with senior officials from both departments.

Currently, Odisha has more than 550 public charging stations, including captive units operated by two-wheeler manufacturers, oil marketing companies, and electricity distribution firms. To expand this network, the State Transport Authority (STA) has already issued a Request for Proposal (RFP) for setting up additional EV charging stations at key locations across the state.

Officials said that the new policy will adopt a holistic approach, addressing both supply-side factors, such as encouraging local EV manufacturing and assembly units, and demand-side measures, including direct incentives, reduced taxes, and public awareness campaigns. The goal is to create a balanced and inclusive EV ecosystem that benefits consumers, businesses, and the environment alike.
