Rapido Secures Cab Aggregator Licence In Karnataka Till 2031

Rapido has been granted a licence to run cab services in Karnataka under the state's On-Demand Transportation Technology Aggregators Rules, 2016, the Bengaluru-based mobility platform said on Wednesday. The licence, issued by the Karnataka State Transport Authority, is valid for five years, until August 2031, and brings the company's cab business under a formal regulatory framework in its home state.

Karnataka is among Rapido's most significant markets. The company, run by Roppen Transportation Services Private Limited, operates across 21 cities in the state, working with over 3.14 lakh captains and serving more than 2.04 crore registered customers. More than 69 lakh customers in Karnataka have used its cab services specifically, underscoring the scale of the segment within its broader operations, which also include bike taxis, auto-rickshaws and parcel delivery.

The licensing comes as Rapido has been included in Karnataka's Urban Mobility Mission, a state initiative aimed at improving multimodal transport, first- and last-mile connectivity and technology-enabled commuting. That inclusion gives the company a more direct role in shaping public transport policy in the state, beyond its existing role as a private operator.

Pavan Guntupalli, co-founder of Rapido, said the licence allowed the company to strengthen its cab offering "within a formal regulatory framework" while working with the state government and transport department. "Clear and predictable regulation benefits the entire mobility ecosystem, commuters, captains, platforms and the government," he said, adding that the priority was to operate in compliance with the state framework while improving safety and earning opportunities for captains.

The move is notable given the regulatory uncertainty that has periodically affected app-based mobility platforms in India, particularly around aggregator licensing, driver welfare and fare structures. State-level rules such as Karnataka's 2016 framework have, in several instances, taken years to translate into approved licences for aggregators, making formal compliance a point of competitive differentiation as much as a legal requirement.

Rapido's cab presence in Karnataka extends beyond Bengaluru to cities including Mysuru, Mangaluru, Hubballi-Dharwad, Belagavi, Davangere, Shivamogga, Ballari, Kalaburagi and Tumakuru, reflecting a push into tier 2 and tier 3 markets that has become a broader trend in India's ride-hailing sector as metro markets mature and competition intensifies.

Founded in 2015, Rapido has expanded to more than 400 cities nationally and says it supports over 9 million livelihoods through its platform. The company has increasingly diversified beyond its original bike-taxi model into cabs, autos and adjacent services such as food delivery and flight bookings, a shift that mirrors the broader consolidation of ride-hailing, delivery and mobility services onto single platforms across urban India.

The Karnataka licence gives Rapido a five-year runway to consolidate its cab business in a market where regulatory clarity has often lagged behind the pace of platform expansion, and where compliance costs and driver-earning models remain closely watched by both regulators and competitors.
