The compulsory Aadhaar authentication will prevent squatting of subsidies under the PM E-DRIVE scheme by beneficiaries.
The Ministry of Heavy Industries has made Aadhaar authentication or valid proof of Aadhaar compulsory for individuals applying for incentives under the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) scheme.
According to the official notification released by the Ministry of Heavy Industries, applicants must either complete Aadhaar authentication or submit proof that they possess an Aadhaar number to qualify for demand incentives on electric and hybrid vehicle purchases. Acko Drive had earlier reported that squatting of subsidies under the PLI scheme is a major concern for the industry.
For individuals who have not yet been issued an Aadhaar number, the process allows for enrolment. Until the number is generated, applicants can still access benefits by submitting alternative identity documents along with an Aadhaar enrolment acknowledgement. Accepted documents include voter ID cards, passports, driving licences, ration cards, and other government-recognised identification proofs.
To streamline access, the ministry will support Aadhaar enrolment by working with authorised registrars and, where necessary, setting up dedicated enrolment centres. Submitted documents, along with Aadhaar enrolment status, will be verified through approved systems.If biometric authentication does not work, applicants can opt for OTP-based verification.

In situations where both biometric and OTP methods are unsuccessful, offline verification — such as Aadhaar QR code scanning or e-KYC documentation — may be used to confirm identity.The ministry plans to roll out awareness initiatives to ensure beneficiaries understand the updated requirements.
This new move goes beyond a procedural tweak and reflects a broader policy direction. It is expected to improve the targeting of subsidies, reduce duplicate or fraudulent claims, and enhance transparency in public expenditure. It also aligns the scheme more closely with Direct Benefit Transfer (DBT) frameworks.
That said, the change adds another layer of compliance for OEMs, dealers, and other stakeholders, who will need to ensure that onboarding and verification processes remain efficient and accessible.
