The Delhi government is considering the introduction of scrappage incentives for older e-rickshaws and Gramin Sewa vehicles as part of its proposed Electric Vehicle Policy 2.0, according to officials familiar with the development, news agency PTI reported. The proposal is aimed at encouraging owners to replace ageing vehicles with newer electric alternatives, in line with the capital’s broader push towards cleaner mobility.
The draft version of the policy, released in April for stakeholder consultation, did not include such incentives. However, officials indicated that the final framework may incorporate provisions for scrapping support.
Under the proposal, owners of passenger e-rickshaws registered between January 2015 and December 2022 could be eligible for a scrappage incentive of ₹5,000 upon submission of a certificate of deposit from an authorised vehicle scrapping facility.

"A final decision is yet to be taken in the matter," an official was quoted as saying in the report.
The government is also examining a higher incentive of ₹15,000 for Gramin Sewa vehicles, which currently operate on compressed natural gas, to facilitate their transition to electric mobility.
In addition to incentives, the policy framework is expected to address congestion concerns by introducing a cap on the number of e-rickshaw permits in the city. The proposed limit is around 2.5 lakh permits.
Officials said work is also underway on a separate e-rickshaw policy that would cover aspects such as registrations, charging infrastructure, designated routes, parking provisions and broader traffic management measures.
