Haryana government has revised the Haryana Building Code 2017 to make electric vehicle (EV) charging infrastructure compulsory in new as well as redeveloped residential and commercial properties, in a bid to push wider EV adoption. Under the updated provisions, commercial and non-residential developments including shopping centres, malls, hotels and office complexes with parking capacity for at least 10 vehicles must allocate a minimum of one EV charging point for every three parking spaces.

The updated code allows charging stations to be set up in basement and stilt parking areas, subject to adherence to prescribed electrical and fire safety standards. Developers will also need to declare EV charging provisions when applying for Occupation Certificates.
For residential projects such as group housing societies, cooperative housing developments and complexes managed by resident welfare associations, the revised norms mandate at least one charging point for every five parking spaces. Similar to commercial developments, these properties must incorporate complete EV-ready infrastructure across the project.
The amendment, issued by the Town and Country Planning Department on 5 June 2026, specifies that EV charging installations will not be counted towards Floor Area Ratio calculations. This provision is intended to encourage developers to include charging infrastructure without affecting project viability.
The changes extend to existing residential properties as well. Individual apartment owners can install EV charging points in their designated parking spaces, provided the installations meet required safety norms and are certified by the Fire Department and the relevant power distribution company.
In addition, the notification directs the state’s Fire and Emergency Services Department to develop detailed fire safety guidelines for EV charging infrastructure in coordination with the electricity department and power utilities.
The move comes as states across India continue to focus on expanding charging infrastructure to support the transition to electric mobility. By mandating both immediate charging access and future-ready electrical systems in buildings, Haryana is seeking to address a key constraint in EV adoption, particularly in urban residential and commercial environments.
