Kia to Build Electric EV3 in Mexico Under $649-Million Investment

Kia will invest $649 million (2026-2028) to manufacture and sell its first electric vehicle in Mexico, retooling its existing Pesquería plant in Nuevo León to build the EV3 compact SUV from 4 August. The announcement was made on 29 July at Mexico's National Palace, alongside President Claudia Sheinbaum and Economy Minister Marcelo Ebrard.

The move marks a reversal for Kia, which had previously ruled out EV production at the plant. Commercial director Horacio Chávez said the funds would adapt the assembly line rather than build a new facility, while also financing charging infrastructure and sustainability projects, including a solar farm intended to expand fivefold by 2030 and a second wastewater-treatment plant recycling roughly 1,050 cubic metres of water daily.

The EV3, a subcompact SUV built on Hyundai Motor Group's E-GMP platform, was named World Car of the Year in 2025. It offers a claimed range of up to 605 km and rapid charging from 10 to 80 per cent in 31 minutes. Local content will start at close to 27 per cent, a figure officials expect to rise under Mexico's "Plan México" industrial policy.

Pesquería, operational since 2016 with capacity for roughly 400,000 vehicles annually, currently builds the K3 and K4 alongside the Hyundai Tucson. The plant was recognised as Mexico's top manufacturing facility in the 2025 J.D. Power Initial Quality Study. Kia expects the EV3 line to create 500 jobs this year, rising by 1,500 more between 2027 and 2030.

The decision is closely tied to trade dynamics. Vehicles meeting USMCA rules of origin can enter the United States duty-free, against tariffs of up to 25 per cent otherwise, and Kia has been diversifying exports beyond the US, which fell from 81 per cent of Pesquería's shipments in 2024 to 65 per cent last year. Ebrard framed the investment as evidence of confidence in Mexico "in an era of such uncertainty regarding the automotive industry, tariffs, new rules". The announcement comes as the USMCA undergoes its first six-year review.

For India, the read-across is indirect. Kia India has ruled out bringing the EV3 to the country, instead pursuing a separate localisation strategy at its Anantapur plant in Andhra Pradesh. The Carens Clavis EV, launched in July 2025 from Rs 17.99 lakh, and the Syros EV, launched a year later from Rs 13.49 lakh, both use battery technology shared with the Hyundai Creta Electric. Kia has committed around Rs 2,000 crore toward local EV development.

The parallel underscores a broader pattern within Hyundai Motor Group: building region-specific electric models close to the markets they serve, whether to secure tariff advantages in North America or to meet price sensitivity in India, rather than relying on a single global product exported from Korea.
