Documents required to change address in the registration certificate
To change your address in RC, you will need the following documents.
Form 33 (Application for change of address)
Proof of your new address
Registration certificate
PUC (Pollution Under Control) certificate
Valid insurance policy certificate
NOC (No Objection Certificate) issued by the financier (if the vehicle is collateral in debt)
PAN card’s attested copy or Form 60 and Form 61 (whichever is applicable)
Smart card fee receipt
Chassis and engine pencil impression
Owner’s signature identification

How to change address in RC book?
The Regional Transport Office or RTO manages all things related to vehicle registration, including change of address in RC. You can choose between online or offline methods of services. However, the procedures may vary from one state to another. In general, the process of changing your address in RC involves the submission of specific forms and documents.
Once you have gathered all the required documents, follow the below-mentioned procedure to change the address in your vehicle RC book/card.
Apply online
You can apply for address change online if you have registered with the Parivahan portal. In case you haven’t registered on the website, you will need to create an account first to submit your application online. Here are the steps to update the RC address online.
Step 1: Visit the Parivahan website.
Step 2: Click on ‘Register’ if you are a new user.
Step 3: Log in with your registered ‘User ID’, ‘Password’, and enter the security code.
Step 4: Click ‘Submit’.
Step 5: Find ‘Online Services’, under which you can click on ‘Vehicle Related Services’.
Step 6: Enter your ‘State’ and ‘RTO’ and click on ‘Proceed’.
Step 7: Provide your ‘Vehicle Registration Number’ and the last five digits of the ‘Chassis Number’, then click on ‘Verify’.
Step 8: Select ‘Generate OTP’ to get an OTP to your registered mobile number.
Step 9: Enter the OTP and select ‘Change of Address in RC’.
Step 10: Fill all the given fields with correct details and upload the required documents.
Step 11: Under ‘Book Appointment’, enter your application number and choose an appointment slot.
Step 12: Go to ‘Fee details’ to pay the required charges.
Once all the steps are completed, you can take the printout of your application and the receipt of payment. Then, visit the selected RTO on the appointment date with the application, payment receipt and all required original documents. The RTO officials will accept the submission, verify all the documents and proceed with the change of address in the vehicle RC.
Apply in-person
If you want to apply for a change of address in vehicle RC offline, approach the Regional Transport Office in your area. The procedure of in-personal application will include the following steps.
Step 1: Obtain and duly fill the Form 33 and other required application forms for the change of address at the RTO office. You can also visit the online Parivahan portal to download the necessary application forms.
Step 2: Make sure you carry all original documents required for the process.
Step 3: At the RTO office, submit your application along with the applicable fee.
Step 4: The officials will ask for the documents to process the change of address application in RC.
