The policy lays out a six-year roadmap for expanding clean, affordable and weather-resilient electric mobility across Jammu and Kashmir.

The Jammu and Kashmir government has notified the J&K Electric Vehicle Policy 2026 after it was approved by the Council of Ministers chaired by Chief Minister Omar Abdullah. The policy lays out a six-year roadmap for expanding clean, affordable and weather-resilient electric mobility across Jammu and Kashmir, an official spokesperson said, as reported by PTI.

Applicable from 2026 to 2032, the policy aims to speed up EV adoption, expand charging infrastructure and build an enabling ecosystem for electric mobility across all 20 districts of J&K.

It has set a target of 1.40 lakh electric vehicles by 2032. The target will be supported through demand incentives, climate-specific infrastructure, integration with the power grid, public-private partnerships, skill development and employment generation.

900 Public Charging Sites Planned

Under its infrastructure roadmap, the policy envisages 900 public charging sites, including 140 fast-charging hubs to be developed across urban grids and highway corridors. The policy also provides for EV-ready parking. Building bye-laws will require 20 per cent of parking capacity to be EV-ready.

Given Jammu and Kashmir's distinct climatic conditions, the policy introduces a Specialized Winter Validation Protocol. Under this framework, EVs will undergo validation of their winter performance, particularly for use in snow and sub-zero conditions.

The framework also seeks to manage the integration of EV charging demand with the power system.

Interest Subvention And Scrappage Incentives

To encourage EV adoption, the policy provides an interest subvention of three to five per cent on EV loans for up to 36 months. Higher support will be available to reduce the cost of EV ownership for eligible beneficiaries.

It also includes scrappage-linked incentives, backed by an annual budgetary allocation of ₹50 crore, to encourage the replacement of older vehicles with cleaner electric vehicles.

The policy further provides top-up incentives for early adopters, covering the first 15,800 eligible adopters. These include ₹15 lakh for the first 300 e-buses, ₹1 lakh for the first 1,500 personal cars and ₹5,000 for the first 10,000 two-wheelers, subject to the eligibility criteria and conditions specified in the policy.

Policy To Support Fleet Electrification

The policy also envisages the phase-wise electrification of vehicle fleets, expansion of charging networks, increased participation from the private sector and development of skilled manpower for the growing EV ecosystem.

Abdullah congratulated Transport Minister Satish Sharma and the Transport Department following the notification of the J&K Electric Vehicle Policy-2026.

Abdullah said the policy provides a structured framework for advancing clean transport while taking into account Jammu and Kashmir's specific terrain and cold-weather conditions.
