When relocating to a different state, you wouldn’t want to leave the car or bike of your dreams behind. But to transfer your vehicle to another state, you must go through some legal procedures.

It all begins with the acquisition of NOC or No Objection Certificate. You can get the NOC from the RTO or Regional Transport Office, where your vehicle was originally registered. 

NOC for vehicle transfer from one state to another state

To help you with the process, here is a guide on how to get NOC and transfer a vehicle from one state to another.

NOC for vehicle transfer from one state to another

NOC gives you permission to transfer your vehicle to another state. It signifies that your vehicle has no unpaid challans, taxes or other kinds of dues at the current RTO. 

There may be many situations when you need NOC for vehicle transfer, such as moving to another city. Apart from relocation, you will also need NOC while buying or selling a vehicle in another state.

RTO rules around NOC for interstate vehicle transfer

  • Your NOC will have six months of validity once issued. Hence, you must complete your vehicle’s re-registration before the NOC expires. 

  • If you bought your vehicle on loan and are still paying EMIs, then you will require a NOC from the bank/financer to obtain NOC from the current RTO.

How to get NOC for cars and bikes online?

The Parivahan website is the online platform where you can access services and facilities from the Ministry of Road Transport and Highways. You can use this portal to apply for NOC for car or bike online. 

Here are the steps you can follow to get a NOC for a bike or car digitally.

Step 1: Visit the Parivahan website.

Step 2: On the top menu bar, click on ‘Online Services’.

Step 3: Select ‘Vehicle Related Services’ from the drop-down menu.

Step 4: Select the name of your State.

Step 5: Enter your vehicle’s registration number and find the RTO where your vehicle is registered.

Step 6: Click ‘Proceed’ and browse through the services to choose ‘Application for No Objection Certificate’.

Step 7: Add the last five digits from your vehicle’s chassis number.

Step 8: Provide all the information and upload copies of the required documents.

Step 9: Pay the required fee via a digital payment of your choice.

Step 10: Download and take out an on-paper print of the acknowledgement slip and NOC application.

Step 11: Pay road tax dues (if any) to speed up the NOC approval procedure.

Step 12: Visit the current RTO with all the required documents, along with the acknowledgement slip and application forms.

Once submitted, your application and documents will go through verification procedures. After verification, you will get NOC for vehicle transfer to other state. Usually, this process requires about 3 working days if everything goes smoothly.

Note: The online NOC application service isn’t available for all states in the country. So, please visit the Parivahan website to find if the service is accessible in your state.

Getting NOC for a vehicle purchased on loan

If you got your vehicle financed through a bank or any other lender, you would require NOC from them as well to procure NOC from the current RTO.

Get NOC from the financier 

The process of getting NOC may slightly differ depending on the bank’s policy. Hence, you must visit your bank or call them to understand the process of getting NOC for vehicle transfer. Usually, the process involves the following documents.

  • Reason/proof why you want to move the vehicle (new job letter, etc.)

  • New address proof 

  • Written application

Your bank will verify the documents and your application, then hand over the NOC.

Get NOC from the current RTO

After getting NOC from your bank, you need to submit the following documents at your vehicle’s current RTO.

  • Applications filled in Form 28 and Form 27 (four copies of each)

  • A copy of NOC from your bank

  • Registration Certificate (Attested copy)

  • Insurance Certificate (Attested copy)

  • Receipt of road tax payment

  • Pollution Under Control (PUC) Certificate

  • Owner’s signature identification

  • Pencil print of the chassis number

You can even submit a No Objection Certificate obtained from the Department of Police in your current city. This will help you obtain the NOC from the RTO faster. 

The re-registration process of a vehicle

Once you obtain the NOC from the current RTO, transfer your vehicle to the new city in another state. There you can complete the re-registration procedure of the vehicle before the NOC expires. 

Find the RTO as per your residential location in the city and initiate the re-registration process by submitting all the required documents along with the NOC.

Documents required for interstate vehicle transfer

The following is the list of documents (along with NOC) needed for vehicle transfer to a different state. You must collect all documents for a two-wheeler transfer or car transfer before approaching the RTO.

  • Copy of the original RC from the previous RTO

  • Valid NOC from the RTO where the vehicle was previously registered or Form 28 (three copies)

  • Form 20 (Registration application for your motor vehicle)

  • Form 27 (Application for assigning a new registration)

  • Valid insurance (attested copy)

  • Address proof (attested copy)

  • Pollution Under Control (PUC) Certificate (attested copy)

  • A copy of the vehicle owner’s PAN Card or Form 60/Form 61

Step-by-step process for car/bike registration transfer from one state to another

The following steps will help you with RTO vehicle transfer permanently from one state to another.

  • Step 1: Visit the RTO nearest to your new home address with all necessary documents, including the NOC obtained from the previous RTO. 

  • Step 2: Submit all documents to the RTO officials for verification.

  • Step 3: Pay the road tax mentioned in the issued challan at the new RTO.

  • Step 4: An RTO official will inspect your vehicle for verification and get the chassis number imprinted.

  • Step 5: Once the verification completes, the RTO official will assign a date when you can obtain the new Registration Certificate (RC) for your vehicle.

How to cancel NOC if you don’t move the vehicle

In case you decide to not transfer the vehicle after getting the NOC, you will have to get the NOC cancelled. 

You must get a Non-utilisation Certificate (NUC) from the RTO where the vehicle was supposed to be re-registered. You may need to follow these steps to obtain NUC.

Step 1: Submit your NUC application with the following documents.

  • Original registration certificate

  • Copy of valid vehicle insurance

  • Copy of PUC certificate

  • Verification certificate from the Police department where the vehicle was supposed to be re-registered

  • An affidavit confirming that your vehicle hasn’t been re-registered

  • ID proof

  • Original documents related to the NOC

Step 2: You may have to pay a fee to get the NUC from the RTO.

Step 3: Once the process finishes, It may take a week or so to get the NUC.

Step 4: Now, you can submit NUC at the original RTO along with all the same documents used for the acquisition of NUC.

Step 5: An affidavit may be necessary at the original RTO stating that you haven’t re-registered the vehicle in another state. 

Thus, you can cancel the NOC obtained from the RTO where the vehicle was registered originally. 

Important: The process may differ from state to state, so you should approach the RTO to have an accurate idea of how to get the NOC cancelled. 

How to check NOC approval status

There may be a time gap between the completion of your NOC application and its issuance. During this period of time, you can check the status of NOC approval online. Here are the steps you can follow.

Step 1: Visit the official Parivahan portal for Vahan Citizen Services.

Step 2: Enter details of your vehicle and RTO, then click ‘Proceed’.

Step 3: Under ‘Status’, you can find the ‘Know Your Application Status’ option.

Step 4: Provide your application number, then select ‘Submit’ to get the NOC approval status.

What if I keep driving my vehicle without re-registering after getting the NOC?

You can’t keep on driving a vehicle without re-registration at the new RTO for more than a year. If caught, the traffic police officer can penalise you or detain the vehicle as well. 

Do I need NOC while selling my car in a different state?

As the vehicle owner, you need to obtain a No Objection Certificate from the current RTO. Then, you can hand it over to the person who’s buying the vehicle. Thus, the new vehicle owner can submit this NOC along with other documents to re-register the car in the new state. 

Can I get road tax refunded from the RTO?

You could request a road tax refund if the tax paid in your original RTO was higher than the amount required at the new RTO. However, you can register for a refund claim only after completing the process of re-registration.
